E-GOVERNANCE POLICY
Introduction -
Today technology has become the part and parcel of our life. In the present scenario, it is very difficult to imagine life without technology and its hi-fi gadgets. For almost all of us, cell phone is the first thing we need right after waking up in the morning. The modern society is dominated by ICT and hence it has become imperative for everyone to adapt it for their survival. We are living in a digital technology era which has made many things easier for us. In the predigitalization period when the things were done manually, we used to get goosebumps just with the thought of going to a place where we were required to stand in a queue such as Banks or Railway station for reservations, etc. but thanks to internet and ICT the things have become much easier for us. Today just at the click of button we can do all those things for which earlier we were required to stand in queues for hours.
The ‘E’ in E-Governance signifies electronics which is widely used in information processing, telecommunication, and signal processing. E-Governance signifies the governance assisted by ICT. The increasing demand for transparency in administration and need for speedy transfer of information, besides other demands that can be fulfilled by E-governance only pushed Smt. Kesharbai Lahoti Mahavidyalaya to choose E-governance in various aspects of its functioning.
Objectives -
- Implementation of E-governance in various functioning of the institution.
- Achieving efficiency in the functioning of the day to day activities.
- Promoting transparency and accountability in the institution.
- Achieving paperless administration of the institution.
- Providing easy access to information.
Policy -
- In order to provide simpler and efficient system of governance within the institution, it is decided to adopt and implement e-governance in maximum activities of our functioning.
- The institution has already started with e-governance in some aspects of functioning like library, accounts, etc. But, now we have resolved to implement e-governance in many more areas and with this aim in view we have drafted this policy framework.
Key Areas of E-Governance -
For convenience purpose, the policy is divided into various areas of operation. These areas of operation are illustrative and the institution reserves the right to implement e-governance even in the areas not enlisted herewith.
- 1. Website : The existing website of the college needs to be revamped taking into account the changes taking place in our education system and also as per revised NAAC guidelines. The website should act as a mirror of the college activities and information about all activities, important notices, etc. should be made easily available to the outsiders. For this purpose, a separate service provider/web designer can be appointed. Along with it, training should be given to the existing staff for the purpose of uploading the information on the website at college level.
- 2. Student Admission : The College has decided to process all admissions in online mode. This will cover admissions to all courses whether graduate, post graduate, Ph.D., diploma or self- finance courses. At present college is using software CAMPUSNET developed by dotcom Infotech Pvt. Ltd. A new and advanced software may be purchased for this purpose, and an arrangement can be entered into with a reputed banking company for financial matters. The clerical staff associated with the admission procedure should be trained to operate the newly installed software designed for the purpose of admission.
- 3. Accounts : For ease of maintaining accounts, the institution is already using CAMPUSNET software. But, with new accounting methods and compliances, it has become necessary to procure other software’s as well. Accordingly, requirements should be assessed by the Principal & Registrar and accordingly new software’s may be purchased. Appropriate security measures should be taken for maintaining confidentiality of the transactions. Training to the existing staff and updating of the existing software’s must be done periodically.
- 4. Library : We have the privilege of having one of the best libraries in the jurisdiction of SGB Amravati University. To continue with this legacy, we need to add more and more e-learning resources for the benefit of the teachers and students. Library is presently using LIBSOFT software for its internal working. It needs to updated timely. Also the OPAC system should be converted into a web based service for others to utilize the library resources effectively. Similarly newer e-learning resources like journals, reference books etc. should be identified and subscribed taking into account the recommendations of the library advisory committee. Recommendations of the teachers and students also need to be taken into account while subscribing to these resources. Appropriate training to the staff and the students for using the e-learning resources should be provided.
- 5. Administration : To provide an hassle free, convenient and cost effective mechanism, maximum of the administration of the college should be handled with ICT based technology. Facilities should be provided for online leave management of employees, e- copy of salary certificates, internal communication between the employees interse, etc. Students also must be able to obtain maximum services like transfer certificates, bonafide certificates, etc. in online mode.
- 6. Examination : As per the directions of the University, it is mandatory to handle examination in online manner. Filling of examination forms, revaluation forms, photocopy forms, obtaining hall tickets, receiving of examination papers, uploading of marks, etc. everything has to be done in online manner. Utmost secrecy and confidentiality needs to be maintained while handling examinations and work needs to be done with utmost care and caution. Officer in charge of examination needs to supervise the entire process of examination under the guidance of the Principal of the college.
